I'm just guessing but the jet the Qataris gave him can't have all the equipment that the old AF1 had.
I saw a show once and the electronics and shielding and other upgrades happened at the frame level on those older models.
I'm not sure what was done to the jet from the Qataris or how far into the build process it was decided to turn it into a Presidential jet.

Having his jet at their airport might be a risk...I would think it's heavily guarded but you never know if it could be sabotaged.
