Obama issued the sanctions on Russia SAME day as Flynn call with Ambassador

Now that we know the FBI set up General Flynn and set a trap hoping he would perjure himself, we need to go back to the beginning.
Flynn's call with the Russian Ambassador was December 29th, 2016. This is the same day that Obama put sanctions on Russia, expelled 35 Russian diplomats and closed 2 Russian compounds.
Here are some questions.
1. Did the call happen first or did the sanctions?
2. Would the Obama administration know Flynn's schedule of calls for the transition?
3. Is there a transcript of the call between Flynn and Kislyak? Were sanctions even discussed?
Where am I going with is?
Much like the Ukraine call between Trump and Zelenskyy, the attempt was to make it look like something it wasn't. That's why Adam Schiff tried to rewrite the call to make it look worse.
Did Obama intentionally put sanctions on Russia that day to make it look like Flynn was trying to collude with them when in reality it was Just a standard phone call? If yes, that is HUGE because it means Obama is part of the frame job on Flynn.

I think the documentation released this week has all but established this already.

From what I understand, the Obama National Security Council was dysfunctional at getting anything done, it took them generally weeks to months to do anything even in a crisis. I can't imagine the number of days it took to figure out the details of the sanctions or which diplomats would even be expelled or debating when to announce it.
But that doesn't mean that Obama didn't know exactly what was going on with Flynn.

Bongino said this long time ago. Big ears knew their first call would be to Flynn. Flynn was supposedly on vacation at the time.

I should clarify. I KNOW Obama is part of the frame up, but I think this clarifies some of the specific actions he took that weren't previously known.

Not supposedly... he was in the Caribbean... One of the early questions was how did they have a transcript of the call, but I have come to understand it's SOP to baaically always have Ambassadors/their staff under observation at all times.

It's already been ILLEGALLY leaked... no reason not to declassify and put it out there to show Flynn wasn't doing a damn thing out of the ordinary. Probably some chit chat on there about what a piece of shite Obama was... and my GUESS on all this has been that GEOTUS has not wanted to do anything that would appear to be political influence/pressure on Barr/the DOJ considering Trump probably already knew this Flynn shite would make the FBI look terrible once it all settled out.

Where were our "papers of record"?
If they are not punished massively in terms of their reputation for not covering any of this it will happen again and maybe that time a democrat will win and nobody will ever hear any of it.

Wasn’t there an excerpt from the FBI interview were they asked him a question about the phone call and he told them he couldn’t remember and they should look at the transcript? Flynn knew all his calls were being listened in on. Why would he lie about the call of he knew this? He wouldn’t and they had to manufacture the lie, hence the lost original and changed 302s.
