I think a open market partial government-funded plan could work. Government gives "x" amount per year to the citizen who can spend that amount for basic coverage. Citizen (or employer) can also pay in addition to the government dollars.

Health insurance compete for the government/citizen dollars in any state. Premiums down, coverage that's customizable.

Look guys, with extreme subsidies the cost of insurance has risen slower while mostly outpacing inflation.

Everyone didn't get to keep their doctor, many decided not to accept Obamacare any longer thus reducing the available provider pool and the outcomes continued to get worse but yay Obamacare right.
