They have been doing this for years, but with the biden administration knowledge they drastically increased the "tax", took the money and then used it to fund illegal health care through calpers.

Read carefully, through calpers. So when he says he does not provide medicare/caid for illegals, "technically" he is not lying, he is laundering the money through calpers and it is calpers "funding" it.

This was a huge issue regarding the shutdown of the govt. Between this and the rebates for affordable care the states and insurances companies, along with their lobbyists and congress, are making a FORTUNE.
