1). Renaming it is not a plaque or memorial.
2). There are exceptions you didn’t list.
Your claim that the law doesn’t allow his name to be on it is incorrect. Why would you make a false claim in your OP?

Congress required it to contain a suitable memorial to JFK.
Congress subsequently restricted the Board from adding additional memorials.

The law states “plaques or memorials.” It also lists exceptions. The law is not semantics. The law is the law. It does not restrict adding a name to the center.
