I believe they have put it to a referendum twice before: Become a state, become independent, or maintain the status quo.

Both times they have elected to maintain status quo

I have always thought that if this happens then they will push to make Guam a state as well to balance it to give us 52 and not 51

I think they would be eligible for more favorable debt restructuring provisions and bankruptcy protections as a state.

Hell half of them have migrated to South Florida already so that they can draw welfare. I say give them their independence.
