You can get patients dismissed from a practice for harassing staff in the US. Go to a clinic and start dressing down your doctor with abusive language and see what happens.

My understanding is that this was a single NHS trust rolling this out. Is that not the case?
Additionally, this isn't a denial of services in cases where the patient is not in stable health. That has been clarified in more reputable news sources.
