Mueller was only laying out the case for the house to make the judgment. Mueller’s job was never to charge the president.

Well - he is right about that.
That was one of the goals from the beginning - First was the "clean-up on Aisle 5" necessity of putting into place a massive effort to obstruct presidential effectiveness while they destroyed as much evidence of Obama corruption as possible.
Second was to unearth a dumbstruck load of "evidence" that Trump needs to be impeached.
And if they just got LUCKY - they'd uncovered something that Trumps actually did that could be interpreted as a 'crime' = that would be the HALLALUHA moment, but was certainly not something they needed to happen.
It was all about coverup and impeachment -

Some loon on there already saying that just because Trump is clear, doesn’t mean another investigation into why this was started should be looked into. In other words the real crimes should not be looked at. bullshite!!!!
