Generally speaking (there is always outliers) those types of folks are low IQ and socially degenerate savages. Their lack of normally expected social skills are non existent. There are different factors contributing to this, none of which can be corrected by anyone other than the culture that produces them.
Major, drastic, demanding, changes need to be made to social welfare systems. Stricter standards should be applied and anyone not willing to meet the requirements should be deported.
That is the hard truth. No other remedy is feasible.

It's kind of a big issue in the country, in case you haven't been paying attention. Sorry calling out the content of people's character offends you. We literally have a single digit percent of the population in this country (black males between certain ages) committing over half of the murders and well over half of the violent crime in this country, and the majority of time it is over nothing or in situations where they escalate things to violence needlessly and irrationally.

It really is one of the reasons I left Louisiana and the Southeast. However, for work I had to move to an area where there are still too many for my liking and comfort level. And my fatigue is at an all time high/tipping point. As soon as I can leave and go somewhere with none of that demographic around me, I will.
