Is it? In the past six years, Mississippi has opened numerous major manufacturers, and education has gone from last to above average. Mississippi has a fully funded rainy day fund and record tax revenue. They just started a lottery that is going to take several million from Louisiana directly.
Mississippi has shed the crutches. And for the first time, all State offices will be GOP controlled with a GOP supermajority in both the house and senate. We are about to take off.

By any objective measure of quality of life, Mississippi, Alabama, and Louisiana are fighting for the bottom of the barrel.

This simply isn't true.
My same home in California would cost over 3.5 Million.
In Alabama it is 525k
In my Neighborhood crime is so low that we don't even have to lock our doors.
For my same position at the global company I work for if I was In Washington or California my pay would only be 10% higher.
IOW my family has at the least a 50% higher standard of living.
