It’s more due to the stringent regulations from the NRC.

The permitting alone is $15 million.

That’s a drop in the bucket for an $8B project (rough estimate for a 1GW reactor)

The uncertainty is the killer. These projects get hammered with pre-NTP litigation. The whole time you have IEs, lawyers, finance bros stacking fees and threatening damages if you don’t deploy this capital. But you can’t because the NIMBYs got you shut down while the local judge tries to figure out why you went to his a-hole cousins land and not his.
