This could be an interesting way to fix TOPS. Turn TOPS into an interest free student loan, with future state income taxes going towards repayment of the debt. If the person moves out of state, the remaining TOPS balance converts to a traditional student loan with interest accruing.

These statistics don't bear out that.

The brain drain starts way before college graduation for many of Mississippi’s brightest. The state has very little to offer for bright and ambitious young people. This sounds like a positive step.
