The "Chief of Police" should learn that you can go to heII for lying but that he can go to prison for perjury also. Hope that someone follows up on that and sees that the issue is properly adjudicated but I am not going to hold my breath.

Well sadly for you, you haven't been paying attention. EVERY single LAW ENFORCEMENT agency is responsible for the CUSTODY AND CARE of a person they handcuff. what part of that do you not understand. Until that person is properly handed off to another agency (hospital, ER, law enforcement agency) He/She is in the Custody and Care of the officer that detained or arrested them.

Yeah, but what about a handcuffed person, laying on his stomach, officers on his legs, and one with a knee to the neck/shoulder area. AT WHAT POINT IS HE A THREAT. For 9 frickING MINUTES. If that person is a threat to multiple officers in that situation then they need to get the frick out of law enforcement.
