No, it means that votes were somehow counted without ballots or counted multiple times. Since they are missing, there is no way to accurately audit them.

Things netted out, but the Trump net result was from gaining hundreds and losing hundreds. The same for the other candidates. In at least one district they simply never called in the 3rd party results making them all zero.
