Nonsense, if you didn't realize what the law is then you couldn't have formed intent to violate it.
I mean this is common fricking sense. The statute is clear, intent must be proven.
Not all federal statutes specify intent, and when they don't , it isn't necessary to prove, but in this instance intent is specifically required. That's why so few cases are adjudicated in relation to how many violations there are every election cycle.

Honestly, campaign finance is broken it’s hard to get worked up about anybody violating laws. To quote Jed Bartlett, “Everybody does it so nobody’s guilty.”
