Yes, you're missing the fact that this is already in place. This bill would revamp those certifications:

Reading the bill
and then the digest of the bill, I came to these conclusions.
1) Crap they make these things hard to read.
2) Not being a lawyer or even an OT lawyer it looks to me like this is actually aimed at minimizing regulations.
3) Crap they make these things hard to read, and being louisiana I have trouble trusting the digest.
