Sounds like one of the things that got it over the finish lines was Trump’s commitment re subsidies (solar,EV). While they remain in the bill, he’s committed to making sure they are based on actual investment from the companies (actually breaking ground), vs giving the subsidy upfront and hoping the companies make an investment. Not perfect, but that’s what negotiation is all about.

It's the gargantuan tax cuts for the rich which have been the bone of contention with this bill, from the get-go. Who wants trillions more of deficit spending?
