Some (very) brief research leads to a DOJ/FEC complaint filed by an organization called Common Cause in January 2018.
The complaints are found at the end of this article/statement by Common Cause. You’ll see some now familiar language uttered by Cohen in those complaints.

I thought Trump covered the campaign finance laws with his instructions (in writing I believe) to pay her in check so it could be traced due to campaign finance laws.

I’m unaware that he he wanted the payments traceable due to campaign finance reform laws, nevertheless...
If he thought he was following the campaign finance reform laws when directing Cohen to facilitate the payments, then it will be exceptionally hard to prove he knowingly and willfully violated them.

"If what Giuliani says is true, and if the payments were made to help the campaign and not (just) to help Trump personally, the campaign may be implicated in illegal activity," he said.
