You’re on target there. The Epistle to the Hebrews does a good job of distinguishing between the old covenant and new covenant centering naturally on Jesus’s role. It seems to me not so much a new and different covenant but rather the old covenant perfected and completed in the new with Jesus perfectly representing and reconciling all the participants. Fully God. Fully Man. A Prophet. The Sacrificing High Priest. The unblemished Sacrificial Lamb.
