I was really excited until i read the recommendation was made to Jeff Sessions. Sadly, i do not think ole Jeff will do a thing about this. Hope I’m wrong though.

Sessions is either completely incompetent and lazy, or he is doing major work which has not been subject to leaks. I am unsure which is more likely.

IG's don't make criminal referrals, that isn't their job. The only find facts and then their superiors make criminal referrals if they feel the need to do.
If Horowitz, or any other IG, makes a criminal referral, they have stepped outside their bounds.

1. That is not and never would be a statement that I would make. Unlike you, I read source information - most of which I've posted links to at one time or another, but since it requires effort, the lazy asses out there want no part of it. But, why expend effort when you can just wait for Q and stroke each other off with gifs and cult-like chants? Life is a lot easier that way. All you guys need are some drums, cymbals, and a cheap PA system and your transformation will be complete.

You guys have done your best to run off every person that has come in with first-hand, insider knowledge. 2. A criminal referral means nothing.
3. IG has no prosecutorial power, which is something I've said repeatedly. Maybe you should try reading and using your cortex rather than your amygdala. 4. Sessions does suck arse. He's already missed on Clapper. He's a coward and is the biggest obstacle to the Trump agenda. He is such a disappointment that he is driving a wedge between ardent Trump supporters. But yes, let's all "TRUST SESSIONS" because Q said so. Let's all TRUST SESSIONS even though every bastard on the planet, apparently, now has to put a foot up Sessions' arse in order for him to do his job.
His department is a complete failure and he's recused himself out of all of it. RR now runs the DOJ, yet you find a way to stick up for that lump of shite at every turn. You act like gifs and mantras are adequate substitutes for logic. Spoiler alert - they are not.
Trump has called him out, Levin (his friend of 30 years) has called him out, Greg Jarret has called him out, Hannity has called him out (and just did again on his radio show) - but you don't dare say a word about them. But when ole starsandstripes says something, you shite your pants.
5. Sessions has failed. And even if he starts taking action at some point in the future, you will have been wrong about him. When it takes massive cries from citizens, members of Congress, the IG, POTUS, numerous scholars and experts, and long time friends to prod someone into doing his job - then you are damn fool for ever saying TRUST SESSIONS.

this is just more fuel for the fire...they aren't going to do anything until the last two OIG reports drop. Once those go public, I think you will see movement on indictments or info on grand juries become public.

If an IG uncovers suspected criminal activity they are to make a referral to the appropriate authorities that can act on such things. They certainly don't prosecute but they refer to those that can and let them make the decisions from there.

Yes they refer it to their bosses. Under normal circumstance an IG doesn't bypass their chain of command and make a referral to the Justice Dept. There are , of course, systems in place to deal with situations where the IG needs to report crimes by their bosses, or what have you though.
In cases like we are talking about here Horowitz is the Justice Department. ANYTHING that he finds that he believes is a crime, he will refer straight to Jeff Sessions, and Jeff Sessions will make the call. If we were talking about say the Treasury Department , then the IG would report his findings to the Sec of Treasure, he wouldn't turn anything over to the Justice Department.
That's just how the system is designed.
