Depending on where it is placed that looks like pretty rough country so maybe that is part of it. Plus it is still a government deal so there is layer upon layer of BS added to it. Plus there is likely a few million baked in for political donations to grease the correct skids.

Now, do the math on illegals & anchor babies costs upon Health Care, busting at seams school districts in need of Spanish speaking teachers, remittances headed south of border after being paid cash under the table over the next forever for Construction, Lawn Care, Agriculture, Service Industries,etc..in dodging taxes and insurance costs..
