Trump doesn't even try. The guy in charge of it in Trump's first term, his Congressional Whip, basically said that the admin didn't give a frick about legislation.
He does a lot of great stuff but his work with congress in both terms is indicative of his lack of government experience

This is kind of the same with our diplomacy. You can criticize the substance of the JCPOA if you want, but it took two years of technocrats hammering out details. If the two real estate guys can't solve it in a few days, then nothing gets done (I will say, somebody at least did decent work on the MOU).
