KPIs for Government Agencies

This is something I'd like to see implemented - maybe it is internally, but you don't see it discussed much in public. I understand running a government isn't 100% analogous to running a business, but these could still be useful in a lot of cases.
Under Obama - I remember getting more people "enrolled" in a program like Obama Care, was touted as a sign of success - where I'd argue less dependency or subsidies would be a better metric.
Anyway, what are some Key Performance Indicators you would suggest for each. I've added a suggestion or two focused on how the government performs relative to its citizens.
Treasury - IRS cost per dollar collected, Cost of Treasury borrowing versus benchmarks
State - Average visa and passport processing times
Pentagon - Readiness rates for ships, aircraft and units
Justice - Backlog and time-to-disposition for immigration courts and litigation
Interior - Backlog in deferred maintenance at national parks
Agriculture - SNAP error rates
Commerce - Export growth
Labor - Share of job-training participants employed 6-12 months later
Health and Human Services - Life expectancy and preventable mortality trends, Medicare/Medicaid improper payments, FDA drug and device review times
Housing and Urban Development - Mortgage default and foreclosure rates on insured loans
Transportation - Share of bridges and roads in good condition, On-time performance for aviation and rail
Energy - Cost per unit of electricity generated
Education - Student loan default rates and repayment outcomes
Veterans Affairs - Wait times for appointments and benefits claims, Claims backlog and appeal resolution times
Homeland Security - TSA wait times
