Just Curious; How Does One Go About Attaining Official Victimhood Status?

Is anybody familiar with the process? Are there forms one must fill out? Is there either a written or oral examination that must be passed? And if so, what is the minimum score one must post in order to achieve official victimhood status?
Just wondering because I've been watching blacks and Communist soy boys burn stuff down, and now I'm hearing that it's people like me doing it and I'm getting blamed.
So, I'm trying to figure out what's worse - 1) being a perpetual victim, or 2) being denounced as Public Enemy #1 regardless of what the facts are. Any thoughts?
