New voters? Almost never. VP's in modern history are there to shore up the base when the Presidential candidate tacks to the center after the primary. The old run to the right/left in the primary and the center in the general canard. Trump doesn't really have that issue though because he has his based locked down. It's why he didn't even have to really run a campaign in this past primary, In my opinion the VP should've been to try and pull in new voters, aka Youngkin or Scott. I love Youngkin because I'm a GOPE ronbot but hate Scott because he's boring.
I do think Vance has done a great job so far though.

They’ve tried to kill the man once.
