I wonder if there was a plea deal that got the 2nd murder charge in exchange for his confession?

No limits on the credits issued--just a limit on how many will be redeemed each year and that is $180 million per year. So if we issue say $300 million then some people will have to wait a few years to use them or convert them to cash from the state treasury.
