whether you like it or not. Biden does in fact have a plan and is pushing it nationwide.
the states who aren't on board are exercising their right to not follow along and go with their own plans.
Trump didn't execute at that level. Now whether it's a perfect plan, how well he's convinced people to follow it etc, is all worth questioning. but he does at least have a plan.
