Some people do, in fact lots do. For example, i switched internet providers last week. Much easier to switch providers than have the government do anything efficiently and effectively. You ever call your local or state government for a service? I'll stick with the guy who's business is dependent on keeping me happy.

There isnt always. I know plenty of people who have to pay to have a line ran to their house so they can get internet in the first place.

ATT ran the lines for free. Many companies don't charge because they make their money on subscription fees than service calls

No it doesn’t. Even if Say Comcast decides to just block Netflix couldn’t i use a wireless carrier? Not everyone would just block site randomly. Netflix offers original content there is no more business reason for Comcast or AT&T or whoever to just block that than for them to block ESPN or HBO.
And ISPs are not going to randomly block sites because they can. They are going to control content so that they can make more money. You do this by essentially limiting the exposure of "mom-and-pop" websites in favor of income generating and data collecting websites, which gives the e-commerce giants like Amazon a big leg up over the smaller retailers.
They can also push a political agenda and/or require consumers to pay additional fees to access certain content. There really aren't any benefits for the consumer in all of this.
ISPs generally suck and operate in monopolies in many markets. I'm not sure why giving them more power can be considered a good thing.

Startup costs are a bitch for every company in every industry. Gotta break some eggs to make an omelette. At least we have that option as a free market to take those risks. Or we just let government run everything, we've seen how well that works out.

That's interesting. So you want the same government that create these prohibitive laws, as you claim, that hinder ISP startups, to have a heavy hand in ISP's via net neutrality?
