It appears to me that the Dems are using this to hang Biden with for his exit.

Correct, but It’ll have to be in 2022.
I’ve stated this would happen around spring of 2022…remove him with 25th and KH will serve remaining term. Bc of the 22nd, it wont affect her 2 term eligibility.
