I think he's saying we'll never get rid of them all. They are indoctrinating kids everyday to fight. If we "deal with them" someone will take their places.

I understand, unfortunately turning our backs and ignoring them isn't going to work either. They have to be dealt with, it's unpleasant but unavoidable

We ostensibly created them so the onus is on us to wipe them out. That being said, I would be all for some combined effort with Iran (and possibly Turkey as they have a dog in this fight too) to crush these frickwads.
We should also be putting an inordinate amount of pressure on Saudi Arabia to delegitimize and defund these fricks. But for some reason, we won't. Also now we have to walk back the "assad must go" comments by these bunch of clowns in the administration because we need Assad to stabilize and go after the core of ISIS in Syria.
