It is harder to permanently remove a sitting president via the 25th Amendment than it is by impeachment.

To impeach and remove takes a simple majority in the House and 2/3rds of the Senate.

Via section 4 of the 25th Amendment, you can sideline the President for up to 4 weeks and have the VP serve as acting President, but to fully remove the sitting President you have to have 2/3rds of both houses of Congress.

So unless the sitting President willing resigns, it takes a lot of work and agreement to remove him.
