If he is elected by a majority vote in the House of Representatives, he can. There is no requirement that the Speaker has to be an elected member of Congress.

Why would anyone want the man as speaker?? He couldn't assemble an effective white house staff. We have learned of his disdain for wounded vets, POWs and soldiers buried at Arlington. We know he lied about the the trade war goals, the White House papers in Florida, his relationship with Fauchi, even the attendance at his swearing in. His family does not support his politics.
