Maybe because the Mississippi river that runs through New Orleans is a navigable waterway under the jurisdiction of the federal government, including the coast guard, and the French Quarter fest is basically held on the banks of the river. And there was already a recent terrorist attack in the French Quarter, in case you forgot.

There are also some much more high profile targets for terrorists and aggressors to hit along the river and in the FQ and immediate area.

But by all means, continue to imply it is something nefarious and "(OMB) security theater."
