Incarcerated people have already had rights taken away due to their crimes, so no they should not have access. But an individual who has committed no crimes should be able to purchase and enjoy any firearm.
And this thought is not unreasonable. When the constitution was written citizens could own armed ships and cannons. These were some of the top of the line weaponry of the time. George Washington would certainly have a fully automatic M4.
