I read the article and I'm confused as to what she did that might have been illegal.

It sounds like she made a poor financial decision as President of the College by buying the property which the college couldn't ultimately afford. Incompetence is not necessarily a crime.

Or was she acting in the best interest of the Catholic Church, rather than the institution she represented? Which I don't think could ever be proven.
