I think you mean sales taxes. I don't know of any figures on property taxes. Not saying you are wrong but I think you may have misspoken.

For a very long time I have viewed BR as an amalgamation of neighborhoods that have a central hub downtown and radiate from that point.

Is the tax district in the city of Baton Rouge only? I thought a judge ruled that since it wasn't a municipal tax, it was subject to homestead exemption.
That would indicate the taxing district doesn't follow the city limits exactly. I thought some areas around Baker were also included.
Also, there was a proposed route map floating around. I'm not sure if that's the new one or the old one.
I'm pretty sure there are a number of stops around Mall of La, which is unincorporated EBR now.

part of 46 and 47, yes. I don't believe 3 lies within the boundaries. Most of St. George lies outside of the bus route. Basically take the bus route, and everything outside of it is St. George, minus a few areas.
I also don't know if these stops are actually services, and how many buses run on these routes. Again, i'm not an expert. I think the only safe thing we can all agree on is that CATS is horribly corrupt and should be shut down.

I'm researching that. I'll get back to you when i find it. Again, i could be wrong. As i said earlier, there are others that are more knowledgeable on the subject than I am. I'm relatively new in learning of some of the things.

BRPD's own website does not include the Mall of la. in it's coverage area since the Mall of La. is not inside the city.

No it is not illegal, in facts CATS was outbid on the proposal to service LSU by a private company.
FWIW, CATS is a regional system. In fact I believe they even went into Port Allen at one time. From the CATS website:
