The CBS article noted that the CIA has played a role in recent U.S.-Russia detainee exchanges, including the April 2025 release of Ksenia Karelina, whose case Ratcliffe personally negotiated. The 2024 Gershkovich/Whelan exchange used military transport. Prisoner swaps require cargo planes you're moving people, security teams, medical personnel, equipment.

And there's the other possibility. A C-17 can be configured as a flying SCIF secure communications in hostile airspace. It carries its own ground power, doesn't depend on Russian airport infrastructure. It's self-contained. If you're the CIA Director operating in Moscow and you don't want to use anything Russian, you bring your own building.

But the simplest answer is usually the right one. You fly a cargo plane when you have cargo. Either going in or coming out. The "meeting" might not be the main event the main event might be whatever fills the hold on the return flight.

And then there's the signal read. You could fly a Gulfstream into Moscow quietly. If you fly a C-17 Globemaster into Vnukovo, the entire planet sees it on flight tracking within minutes. That's not a secret trip. That's a trip designed to look secret while being completely visible. The Kremlin saying it had "no information" while a 174-foot American military cargo plane sits on their runway is theater.

??Three days before the Senate deadline on the 17-month Russia enforcement pause. Same day as Syria IN and Iran OUT. Same day as the largest Iran sanctions package in history.

From the pic I saw it was a C-17 with all the markings and numbers covered up.
