Serbia, NATO uses soft bombs to drape transmission lines with carbon filament. The line faults took the power plants offline. Montreal, ice storms drape transmission lines with tons of ice. The weight collapses every transmission line tower into the city. The entire population without power for days. Water plant down to one hour before failure.
