Lengthy article , about a 20 minute read. Collapse of the quarentine barrier at Panama was primarily the result of shutting down the infertile fly production plant due to covid mandated restriction on gathering and work in the community to disperse.
At the same time a lesser contributor was the mass movement of immigrants and cattle uninspected through the Darian gap.
Mexico was slow on the uptake to help re-establish a new much larger barrier across middle of Mexico, which lead to much further north infestation. The US pays for 95% of the programs.
Bottom line is the treatment process is well known, but new facilities must be built, The old ones pretty much do not exist.

life cycle of the fly is about 20 days. Which requires continues treatment. The multiplication factor over a year shutdown is in the trillions. The treatment process is where good things happen
