Either your agency had a completely different way of doing reviews, or he was feeding you a load of BS. We were always told not to discuss performance appraisals simply because every supervisor was different, and some employees wanted to act like they did more than they actually did. Actually made that mistake once, and had to tell the guy I was kidding because he was going to file a complaint against the 2nd line supervisor after he was told the guy "never approves superior ratings". He did (I got one), and this other guy was ticked. Fact is, he hadn't done anything to deserve one (my office bailed his out of a bad spot after his super had to go on medical leave).
Regardless, the 5 tier system has been gone for a few years now. Either you didn't do your job, or you did, which is complete garbage. Getting anything for going above and beyond boils down to whether your boss wants to fill out the paperwork for spot or extra effort awards now.

I find that people that say this type of shite have never been on the wrong end of a gun, had something horrific happen to them or a loved one, or needed help in a life threatening situation. It's easy to say this stuff while sitting your fat arse on a toilet and typing on your phone.
I've been doing this a decade now and helped thousands of people of all walks of life, from the very richest to the poorest. From the hardened rednecks and hillbillies in the mid south to the uppity rich folks in Miami.
Somehow, not one has ever said anything like "I can protect myself! I don't need you!" to our faces.

They could start by the President not going to sporting events. That would save us taxpayers money. Federal and State.

I left the DoD 4 years ago. I’m not even sure what the rest of that means. I never got below a 5, on the spot raises consistently for going above and beyond, and also was offered a SMART fellowship which I declined bc I didnt want to give time back to government after I finish my phd.
