Adam Corolla just did a podcast about this. His example was a stretch of road in Los Angeles where the police routinely set up speed traps and stop citizens. The speed trap is directly next to an area where illegals set up flower stands selling flowers (it's near a cemetery) with no permits, no business licenses, etc. Everything about them (including them just being there) is illegal.

The police will stop the citizens and completely ignore the illegals.

Why?

Because they can make money on the citizens, but arresting the illegals costs them money. They will always claim to be indigent, so instead of paying a fine they go to jail, where the city has to feed and house them. Community service does no good b/c they simply don't show up and there is no way to find them.

So law enforcement just ignores them.

And the situation is not much different for black citizens. They don't show up for community service or court dates either and then someone has to spend man-hours to find them.

Corolla's point was that when society gets to the point at which the productive members of society are being held to a standard and being punished for not meeting that standard, but illegals and/or deadbeats aren't, we're at a breaking point.
