Siad Barre was the leader of Somalia, who committed genocide against the Isaaq people in Somaliland.
His genocidal regime fell, and leaders of his regime (e.g. Ilhan Omar's horrible father) fled the country.

I'm sure this story is much more complicated and has many more moving pieces than we can ever imagine. General of a brutal dictator and his family move out of a shithole third world country and end up in the US. They end up in a place packed with tens if not a hundred thousand fellow countrymen who now have citizenship (?) and political power. Enough political power to corrupt an entire US state.
Somebody had brains too pull this off. And they have friends in high places.
