Ha-ha, They were using the winery that didn't produce any wine to launder the fraud money from their many Minnesota fraud schemes, however many that may be.
Thinking on it a bit more....It's Rico because several people were all in on it for these frauds to become so large and widespread. Government, private companies, and individuals all greedily rubbing their hands together scheming on how to get the most money out of the funding.
Wait until we start hearing the rats jumping ship and ratting out the bigger fish.
