If Obama didn't know about the wiretapping at Trump Tower...why the EO?

Why would he use an executive order in an attempt to change who would conduct future investigations into the wire tapping? Why is it so important to ensure that a Holder crony is in charge of any investigation involving the Obama administration spying on a political enemy?

Seven days before he left office, President Obama changed the order of succession without explanation to remove Boente from the list. Obama's order had listed U.S. attorneys in the District of Columbia, the Northern District of Illinois and the Central District of California.

Impressive. The media can't help but latch onto his tweets and criticize them. Except in doing so they drew attention to the wire taps existence, which of course begs the question as to why the frick they were there.....and so on....and so on....

That's the only thing I've got. Obama was hoping to slip it by. On the surface, it would've seemed innocuous enough...something nobody would pay any mind to.
I'd like to see him explain it now.
