Exactly. With those demographics I would be surprised if even President Trump himself could turn things around if he was the current mayor.

Today was pretty bad. Lost our federal road money because an audit could not be completed on time. City was notified in January to have annual city audit turned in by June 30. Couldn't do an audit in 7 months.
