Because a lot of those elections were mid term elections which are notorious for low voter turnout, especially among Dem voters.

It's not an excuse it's a fact. Outside of solid red states that will obviously elect republican officials the GOP's chances of winning elections plummets if there is a high voter turnout.
Think about it: out of the past 8 presidential elections Republicans have won the popular vote all of twice (Bush '88 and Bush '04).
If I was a Republican congressman or state official who's up for re-election in 2018 I'd hope to God that either Trump and his cabinet gets their shite together or these protests lose their momentum. Otherwise it's going to be an ugly midterm.
