This does happen. Usually it's about going after dissidents, but Iran tried some of this after Soleimani (including with Trump). Though I think the reality is less cinematic than how it sounds on paper.

Russia has done it on our soil too (with dissidents)

Ever heard of hiding in plain sight ?

I think I recall hearing estimates that there are likely 20 or so. Then you have a thousands of others that are not part of a sleeper cell but lone wolf types that could act out. A shite ton of those pricks along with Chinese military aged males, crossed right over Biden's open border during his four years.

This topic remeinds me of a video I share whenever this kind of stuff comes up in conversation with friends etc. A lot of info on current and future threats from Islamic terrorists against the U.S..
