Legislature, agencies, Supreme Court held tens of millions in surpluses while fighting budget cuts, promoting tax hikes

quote:

During the budget standoff, Louisianans were threatened with claims that LSU football would be shut down, hospitals would close, district attorneys would have little to no budgets, care for the disabled would end, nursing home residents would be evicted, and 10,000 felons would be released from prison, if tax hikes were not approved.

quote:

“Why didn’t the Finance and Appropriations Committees know about this?” Appel asked. Because, he answered, “it would have been too inconvenient to explain how they could have so much socked away even while telling legislators, those who are charged with financial management, that the entire system of justice will collapse if they didn’t increase funding. “Is this entire government so dysfunctional that hiding significant facts is just accepted as a standard operating procedure? Is political hyperbole the language that we are willing to accept?”

Couple of thoughts...

1) Appel is more part of the problem than he is part of the solution. For him to act like he is shocked is either an outright lie, or, he has no idea how to handle finances.

2) Most government accounting resources will say that a government should have 2-3 months in expenses saved up in fund balance, and/or rainy day funds.

There's about 9.5 billion in the state budget that is truly state money (the rest, the lion's share, is mainly federal money). So using that metric, we should have somewhere between 1.6 and 2.4 billion in savings. The amounts discussed in this article are peanuts compared to that.

Most prudent people would not spend down their savings just because they spend more than they make. And it goes back to, the real answer is the state needs to get serious about cutting spending. But if that won't happen, I'd rather see the state raise the money it needs, then spend down their savings.

Is that similar to, “if you’re going to be raped, might as well try to enjoy it”?

I don't consider smart government budgeting and accounting to be "rape".

Oh, I see where we differ. You think government overspending it’s resources and increasing my taxes “smart government budgeting and accounting”. When I pay my taxes so that governments can piss away my hard earned dollars, I feel raped.

Can I submit my tax forms to you for a refund? The “accounting” will be spot on and “smart”! I accept personal checks, all major credit cards, and PayPal.
