Pompeo said weeks ago that Iran would never have nuclear weapons. When asked to expound upon this he reiterated the same phrase and smiled. The US led this operation given his comments

Japan has the technology but their constitution strictly forbids the development of nuclear weapons. Their defense spending is also constitutionally limited to 1% of the nation's GDP. Their current military budget for FY2020 is around $46 billion.
