That’s why 1mm would not be the threshold, and Texas is not a state that suffers from a single urban area dominating its politics—which is the purpose of the idea. The only city states I would create would be NYC, Chicago, Greater Los Angeles, and the Bay Area. Could potentially look at Seattle Phoenix or LV but I don’t think WA AZ or NV have a large enough rural population that’s effectively disenfranchised like NY, CA, IL do.
